The Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets, reported violations found at the Uzhhorod District Territorial Recruitment and Social Support Center. According to him, serious human rights violations were recorded during the monitoring visit, which had already been publicly reported earlier.

Lubinets noted that the collected materials were handed over to law enforcement agencies, after which procedural actions began and initial decisions were made.

According to the ombudsman, on June 4, 2026, the acting head of the Uzhhorod Territorial Recruitment Center and the head of the military registration group were notified of suspicion of abuse of power and illegal detention.

Separately, an instructor of the Territorial Recruitment Center was suspected of torturing a conscript. This concerns the illegal detention of people and the use of physical violence. All suspects have been detained, and the issue of preventive measures is currently being resolved.

Lubinets also reported that, on his initiative, an investigation has been launched into the officials of the Zakarpattia Regional TRC, who may have been aware of the violations but did not take measures to stop them. Additionally, questions have been raised regarding the actions of the operational command commission "West," which, according to the ombudsman, did not reflect obvious violations during the official investigation.

"The position is unequivocal: responsibility must be inevitable. For everyone — regardless of position, rank, or status!" Lubinets stated.

He also emphasized that territorial recruitment and social support centers cannot operate outside the law, because even under martial law, the state relies on adherence to legal norms and the trust of citizens.
