The EU Council has decided to appoint a new head of the European Union Advisory Mission in Ukraine (EUAM Ukraine). From July 1, 2026, the mission will be led by Cornelia Taylor from Germany, who will replace Rolf Holmbo. This was announced by the press service of the EU Council.

The appointment decision was made by the Political and Security Committee on May 28, 2026.

Cornelia Taylor is a German lawyer with more than 20 years of experience managing complex international operations in unstable security environments. She has held leadership positions in UN and EU missions in Kosovo, the Democratic Republic of Congo, and Afghanistan. Since February 2024, she has served as Deputy Head of the OSCE Mission in Kosovo, and from September 2024 to May 2025, she acted as the Head of Mission.

The EU Advisory Mission in Ukraine (EUAM Ukraine) is a civilian mission without executive powers, established at the invitation of the Ukrainian authorities on July 22, 2014. It supports reforms in the field of civilian security according to EU standards, principles of good governance, and human rights, and assists in fulfilling Ukraine's commitments within the framework of its European integration course.

Following a significant mandate update in 2022, due to Russia's full-scale aggression against Ukraine, the mission also supports Ukrainian authorities in investigating and prosecuting international crimes, facilitates integrated border management, and works in de-occupied territories.

On May 11, 2026, the EU Council expanded the mission's mandate by adding areas of countering hybrid threats and supporting veteran reintegration.

EUAM Ukraine has field offices in Kyiv, Lviv, and Odesa, as well as a mobile unit. Offices in Kharkiv and Mariupol are currently non-operational. The mission employs over 400 international and local staff members.
