The Verkhovna Rada adopted a law on bonuses for officials for international projects funded by partner assistance
The Verkhovna Rada adopted a law to stimulate the implementation of international aid projects. This concerns draft law No. 10284 on amendments to certain laws of Ukraine regarding the stimulation of participation of state authorities and local self-government bodies in the implementation of programs and projects of international technical assistance and cross-border cooperation.
On Wednesday, May 27, it was supported by 234 members of parliament.
The document provides that officials of state authorities and local self-government bodies will receive bonuses for implementing international technical assistance projects and cross-border cooperation.
As previously reported by Judicial and Legal Newspaper, the Verkhovna Rada Committee on State Building, Local Self-Government, Regional Development and Urban Planning recommended the parliament to adopt draft law No. 10284 in the second reading and in full.
According to the head of the subcommittee on cooperation of territorial communities and regions, the draft law, adopted in the first reading on June 5, 2024, received 82 proposals and amendments. The subcommittee recommended considering some of them and rejecting those that did not find support.
The draft law aims to create conditions for attracting and retaining qualified personnel in local self-government bodies (LSGB) working with international programs and grants.
The document allows:
- Establishing bonuses for local self-government officials for additional workload related to ensuring programs and projects of international technical assistance and cross-border cooperation.
- Engaging specialists who speak foreign languages and have project management skills to prepare grant applications and implement international projects.
- Making such bonuses at the expense of funds from international technical assistance, European Union grants, governments and municipalities of other countries (except the aggressor state) that are received by local budgets.
The subcommittee noted that the adoption of the draft law will allow communities not only to attract new specialists but also to retain those employees who are already working with international programs today.
