"Ukrzaliznytsia" and electric transport may receive humanitarian aid – new proposals from the Council
The Committee on Social Policy and Veterans' Rights Protection supported a bill to expand the list of recipients of humanitarian aid during the martial law period.
The issue was considered on June 3 during the committee meeting. The document states that amid the full-scale armed aggression against Ukraine, the risks of fires and emergencies at strategic facilities have increased, requiring enhanced protection, including through the renewal of firefighting equipment. At the same time, purchasing such equipment is financially challenging for many enterprises, while some of them can receive it from international partners as humanitarian aid.
The committee recommended that the Verkhovna Rada consider two bills: "On Humanitarian Aid" regarding the expansion of the list of recipients of humanitarian aid during martial law (registry No. 15250) and "On Amendments to Article 15 of the Law of Ukraine 'On Humanitarian Aid' regarding meeting the population's transportation needs during martial law on intercity and suburban bus routes of general use, the organization of which is assigned to state authorities" (registry No. 15102) on the same day and within one discussion.
The joint consideration is explained by the substantive and functional connection of the documents and the need for prompt and coordinated legislative response to the population's needs during martial law. Both projects aim to improve the mechanisms for providing humanitarian aid.
The Ministry for Communities and Territories Development of Ukraine proposed to supplement bill No. 15250 with new recipients of humanitarian aid. These include the joint-stock company "Ukrainian Railways," the state enterprise "Administration of Sea Ports of Ukraine," and state stevedoring companies as critical infrastructure facilities. They ensure the operation of the state's transport and logistics system during martial law, perform military transportation, meet the state's strategic needs, including the supply of light petroleum products, and support the continuous operation of transport and the needs of the population.
Additionally, municipal enterprises "Lviv Electrotrans," "Chernivtsi Trolleybus Administration," and "Mykolaiv Electrotrans" appealed to the committee with proposals to amend legislation regarding the receipt of humanitarian aid by electric transport enterprises.
The appeals state that current legislation, adopted on April 30, 2025 (Law No. 4397-IX), allows such enterprises to receive humanitarian aid only in the form of rolling stock — buses, electric buses, trams, trolleybuses, and subway cars. However, they also need specialized equipment, tools for servicing contact networks, emergency recovery work, and spare parts.
Municipal enterprises request expanding the list of humanitarian aid to allow receiving specialized equipment and machinery for the repair and maintenance of transport infrastructure. For this purpose, it is proposed to make appropriate amendments to the Law of Ukraine "On Humanitarian Aid."
