Every year during the admission campaign, applicants have questions about the possibility of appealing the results of the national multi-subject test. At the same time, the current rules for conducting the NMT clearly define which decisions can be appealed and which cannot.

The story of a graduate from Vinnytsia who reported technical failures during the national multi-subject test drew attention to the issue of protecting the rights of NMT participants. During testing, the computer repeatedly froze, the computer mouse malfunctioned, and technical problems affected her ability to fully complete the tasks. Meanwhile, representatives of the Center for Educational Quality Assessment deny the technical failure and have forwarded the case to the Ukrainian Center for Educational Quality Assessment for review.

In 2026, test participants do not have the right to appeal the scores received or request a review of the test task results. Instead, there is a possibility to protect rights in cases involving procedural violations or certain decisions made by the test organizers.

What can be appealed

The subject of appeal review may include:

  • refusal to register for participation in the NMT;
  • denial of access to participate in additional test sessions;
  • violation of the NMT procedure that could have affected the objectivity of the result.

The last category of appeals is the most common, as it directly concerns the conditions under which the test was taken.

Which circumstances can affect the result

When reviewing appeals, the commission assesses whether certain events or circumstances could have influenced the objectivity of the NMT results.

This includes cases of early termination of the test due to emergencies, inability to provide proper conditions for taking the exam, other violations of participant rights, as well as situations where the applicant filed a complaint about procedural violations during the test.

Based on the review of such circumstances, a decision may be made to either preserve or cancel the NMT results.

How to submit a complaint to the regulatory commission about procedural violations

If a participant believes that a violation occurred during testing, they must report it on the day of the NMT. Such an appeal is made by submitting a complaint to the regulatory commission.

The complaint about the NMT procedure violation is submitted by the participant themselves at the temporary examination center before leaving it, through the person responsible for conducting the test, directly on the exam day. The commission processes the complaint within three working days, including the day it was received. The date of submission is considered the date of electronic sending, which is recorded in the system of the Ukrainian Center for Educational Quality Assessment.

At the same time, if a participant disagrees with the conclusions of the regulatory commission, they have the right to appeal to the appeals commission. To do this, within three working days after receiving the decision, they must submit an electronic application indicating their details, NMT certificate number, test date, and reasons for disagreeing with the decision.

The application must include the following data:

  • Full name of the applicant, NMT certificate number;
  • date of testing with the specified session;
  • contact phone number;
  • justification for disagreement with the regulatory commission's decision, as well as the date the application was made.
  • A copy of the extract from the minutes of the regulatory commission meeting must be attached to the application, and it must be personally signed by the NMT participant.

Based on the appeal review, the commission may agree with the applicant's arguments and allow them to participate in an additional NMT session or leave the previous decision unchanged.

As reported by the "Judicial and Legal Newspaper", after the announcement of the national multi-subject test results, some participants continue to submit appeals regarding the results or report possible violations during the test. In rare cases, such disputes reach court proceedings.

The Ukrainian Center for Educational Quality Assessment notes that the number of such appeals remains insignificant. Approximately ten NMT participants go to court annually, while the total number of test takers exceeds 300,000 people.

Earlier it was reported that in the Odesa region, an air raid alert disrupted the normal conduct of the NMT. Participants had to stay in shelters for almost 13 hours. It was noted that the Office of the Verkhovna Rada Commissioner for Human Rights in the Odesa region received information about gross violations during the organization of testing at one of the examination centers. In particular, it was stated that the premises where the NMT was conducted were practically unprepared for martial law conditions and regular air raid alerts.
