The High Council of Justice closed the disciplinary case against Artem Skvortsov despite the Prosecutor General's Office statement about false information in the declaration
The High Council of Justice upheld the decision of the Qualification and Disciplinary Commission of Prosecutors dated January 29, 2026, to close the disciplinary proceedings against the prosecutor of the Myrhorod District Prosecutor's Office of Poltava region, Artem Skvortsov.
Case circumstances
A statement was submitted to the Qualification and Disciplinary Commission of Prosecutors by the acting head of the General Inspectorate of the Prosecutor General's Office regarding the commission of a disciplinary offense by the prosecutor. In particular, the complainant indicated that prosecutor Artem Skvortsov submitted an integrity declaration containing false information. Specifically, in points 1 and 5 of section II, he did not indicate actions that could tarnish the prosecutor's title and did not report unlawful off-duty relationships.
At the time of submitting the declaration, a criminal proceeding was opened against prosecutor Artem Skvortsov under part three of article 368 of the Criminal Code of Ukraine (receiving unlawful benefit). According to the investigation, he allegedly entered into unlawful relations with a lawyer and defendant and demanded a bribe for not bringing the person to criminal responsibility.
However, by the resolution of the senior investigator in particularly important cases of the Territorial Office of the State Bureau of Investigation in Poltava dated January 6, 2026, the criminal proceeding was closed due to the absence of a criminal offense.
Decision of the commission and the High Council of Justice
The Qualification and Disciplinary Commission of Prosecutors, by its decision dated January 29, 2026, closed the disciplinary proceedings as it did not find sufficient facts unequivocally indicating the commission of a disciplinary offense by the prosecutor.
The High Council of Justice, having reviewed the case, supported the position of the Qualification and Disciplinary Commission. The High Council noted that the Constitution of Ukraine requires a clear definition of grounds for disciplinary liability in the law; however, the Law of Ukraine "On the Prosecutor's Office" does not include the submission of false information in the prosecutor's integrity declaration as such grounds. Therefore, there are no grounds to hold Artem Skvortsov disciplinarily liable.
Thus, the decision of the Qualification and Disciplinary Commission to close the disciplinary proceedings remains in force.
