Ukraine Plans to Integrate AI into Government Bodies by 2030 and Enter the Top 3 Global Leaders
The “Judicial and Legal Newspaper” has already reported that the first meeting of the working group for preparing the artificial intelligence bill took place under the parliamentary committee. The group includes over 100 representatives from government bodies, parliament, the public sector, and the expert community.
The main goal of the future legislation is to create a balanced regulatory model that simultaneously ensures the protection of human rights, safe use of technologies, and the development of innovations. Issues regarding the preparation of a future AI regulator and the implementation of the European AI Act into Ukrainian legislation were also discussed.
At the same time, during the discussion of the prospects for the future law, representatives of the Ministry of Digital Transformation outlined a much broader context for the development of artificial intelligence in Ukraine and summarized the preparatory stage preceding the transition to full legislative regulation.
Ukraine Bets on Artificial Intelligence in the Public Sector
According to Acting Minister of Digital Transformation Oleksandr Bornyakov, Ukraine views artificial intelligence not only as a separate technology but as one of the key tools for modernizing the state.
One of the strategic goals is for Ukraine to enter the top three global leaders in the level of AI implementation in the public sector by 2030.
The Ministry of Digital Transformation associates this goal with the transition to the concept of the Agentic State — a state that operates as a proactive digital assistant and is capable of offering services even before a citizen submits a corresponding request.
AI Is Already Working in Public Services
As noted by the Ministry of Digital Transformation, certain elements of this model are already being implemented in practice.
In the fall of 2025, a national AI assistant was launched on the “Diia” portal. According to the Ministry, more than 350,000 citizens used it, sending about two million messages.
The next stage was the launch of an AI agent in the “Diia” mobile app in May 2026. According to the agency, about three million users utilized its capabilities for obtaining extracts and paying fines within the first month of operation.
The State Is Creating Its Own AI Infrastructure
Simultaneously, Ukraine is working on forming its own technological base for the development of artificial intelligence.
In particular, the AI Factory project is being implemented jointly with NVIDIA, which aims to provide the necessary infrastructure for the development of modern AI solutions.
Additionally, together with Kyivstar, a national large language model “Syaivo” (LLM) is being created, which will be focused on the Ukrainian linguistic and cultural context and will operate on domestic servers.
From Voluntary Rules to Mandatory Regulation
The Ministry of Digital Transformation emphasizes that a phased approach to AI regulation was chosen. Initially, attention was focused on market preparation and voluntary mechanisms for businesses to adapt to future requirements.
Within this approach, a Roadmap and a White Paper on AI regulation were prepared, as well as a number of recommendations for the safe use of algorithms in various fields of activity.
One of the practical tools became the regulatory sandbox SandBox. According to the Ministry, 90 applications were submitted for participation in the program over the year, and 15 AI products have already undergone audits involving 23 experts.
Also, in 2026, the AI Terminology Dictionary was updated to promote the unification of approaches among lawyers, developers, and government bodies.
Business Joins the Formation of Ethical Standards
A separate direction in preparation for future regulation was the involvement of industry representatives.
According to the Ministry, 14 well-known Ukrainian technology companies, including Grammarly, MacPaw, SoftServe, and Uklon, created the first organization in Ukraine dedicated to the ethical use of artificial intelligence.
This approach corresponds to modern European practice, where alongside state control, co-regulation mechanisms and industry standards play a significant role.
Ukraine Synchronizes Rules with the European Union
The future AI law will be developed taking into account European legislation and the requirements of the AI Act.
Moreover, Ukraine has already joined international initiatives in the field of safe AI development, including signing the Bletchley Declaration and the Council of Europe Framework Convention on Artificial Intelligence, Human Rights, Democracy, and the Rule of Law.
It is expected that the specialized law will become the basis for further harmonization of the Ukrainian legal framework with European standards and will create predictable rules for business, the state, and citizens.
What the Future Law Means for Ukraine
Effectively, Ukraine is completing the preparatory stage of forming AI policy and moving towards creating a full-fledged legislative regulatory model. While the previous stage focused mainly on voluntary recommendations, technology testing, and market preparation, the new law is expected to establish mandatory rules for developers, suppliers, and users of AI systems.
At the same time, future regulation will have not only legal but also economic significance. Harmonization with the AI Act opens additional opportunities for Ukrainian companies to enter the European market, and for the state — creates prerequisites for attracting investments and developing its own competitive AI ecosystem.
That is why the AI law is already considered not just another regulatory act but one of the key elements of Ukraine’s digital and European integration policy for the coming years.
