The Ministry of Culture of Ukraine has developed the Procedure for defining the boundaries and usage regimes of protection zones for cultural heritage sites, historical and cultural reserves, and protected territories, as well as requirements for scientific and project documentation for their establishment and updating.

The Government's decision will help communities and cities approve the necessary documentation faster, combining the protection of cultural heritage with urban development. The document defines requirements for the relevant scientific and project documentation, principles for establishing appropriate restrictions, and the composition and content of such documentation.

“The new procedure creates clear rules for everyone: for cultural heritage protection authorities, architects, communities, and businesses. It will help eliminate long-standing legal uncertainty that has hindered city development, while simultaneously strengthening the protection of heritage sites. To maintain a balance between preserving cultural heritage and community development,” said the Deputy Prime Minister for Humanitarian Policy of Ukraine – the Minister of Culture of Ukraine Tetiana Berezhna.

Previously, due to the absence of an approved procedure, many regions were unable to agree on the necessary documentation for years. As a result, a standard 100-meter protection zone around heritage sites automatically applied, often blocking reconstruction and new construction even where it did not pose a threat to cultural heritage.

The new procedure allows for defining individual usage regimes for protection zones, specifically regarding:

- building height;

- building dimensions;

- conditions for new construction.
