Electronic Referral for the Military Medical Commission — How to Get It Through Reserv+, Instructions
Ukrainian conscripts can independently issue an electronic referral for undergoing the Military Medical Commission (MMC) through the Reserv+ app — without a personal visit to the TRC. The service is voluntary and available to those who want to undergo a medical examination on their own initiative.
How to get an electronic referral for the MMC in Reserv+
To issue a referral online, you need to:
- log in to the Reserv+ app;
- go to the "Services" tab;
- select the "Referral to MMC" function;
- fill out the form and send the request.
After verification, the referral will appear in the user's personal account. Usually, the notification arrives within a day. It includes:
- the referral registration number and date;
- the address of the medical institution for undergoing the MMC;
- details of the head of the TRC who signed the referral.
Is it necessary to go to the TRC after issuing the referral?
No. To receive an electronic referral, a personal visit to the TRC is not required. However, the MMC can only be completed at the designated medical institution to which the person is referred.
After completing the commission, it is also not necessary to return to the TRC. The MMC independently transmits the information to the "Oberig" registry, after which the updated military registration document will appear in the Reserv+ app.
Who can use the service?
Currently, the electronic referral is available to conscripts who:
- have not yet received a paper summons for undergoing the MMC;
- want to undergo a medical examination independently.
If a person has already received a summons for the MMC, they currently need to appear in person at the TRC. In the future, it is planned to add the possibility of electronic referrals for such cases as well.
Are there electronic summons?
No. Summons remain exclusively paper-based and are sent by mail. The legislation does not provide for the concept of an "electronic summons."
In the Reserv+ app, the TRC cannot independently initiate referrals to the MMC or send summons. Electronic referrals are issued only at the user's own initiative.
What happens if you do not attend the MMC after receiving the referral?
If a person independently issued a referral through Reserv+ but did not attend the examination, the notification remains valid for 30 days. After that, a new request must be submitted.
At the same time, the legislation provides for liability for failure to appear at the MMC without valid reasons. This may be considered a violation of military registration and mobilization rules. The fine for citizens ranges from 17,000 to 25,500 hryvnias.
How often do you need to undergo the MMC?
The MMC decision on fitness for military service is valid for one year. After that, medical data are considered outdated, and the conscript may be referred for re-examination.
Is it necessary to undergo the MMC when having a reservation or deferral?
Persons with a reservation or deferral are usually not required to undergo the MMC. The exception is citizens with the status "limited fitness," who must undergo a repeated medical examination within the established timeframes, even if they have a reservation or deferral.
