Payments for displaced persons with children: The Pension Fund clarified the procedure and date of accrual
In March 2026, the government restored the possibility for families of internally displaced persons with children to receive housing assistance specifically for children. This is provided for by the Cabinet of Ministers of Ukraine Resolution No. 390 dated 18.03.2026 "On Amendments to the Procedure for Providing Housing Assistance to Internally Displaced Persons."
As explained by the Pension Fund of Ukraine (PFU), according to the document, payments for children are granted regardless of the parents' income, provided that the family meets the established criteria regarding property status, actual place of residence, and children's education.
If an application for assistance for children of internally displaced persons is submitted by June 1, 2026, the payment will be assigned from February 1, 2026.
In case of application after June 1, 2026, the assistance will be assigned from the month the application is submitted. This is provided for by the Cabinet of Ministers of Ukraine Resolution No. 522 dated 24.04.2026 "On Amendments to the Procedure for Providing Housing Assistance to Internally Displaced Persons."
An application for assistance can be submitted in several ways: in person at the service center of the Pension Fund of Ukraine; through an authorized person of the executive body of the village, settlement, or city council of the respective community; through the Center for Administrative Services; by mail to the territorial body of the Pension Fund of Ukraine; or online via the Pension Fund of Ukraine's electronic services web portal using a qualified electronic signature (QES).
