The Main Department of the State Tax Service in the Odessa region provided clarifications regarding the procedure for registering individuals in the State Register of Individuals – Taxpayers and issuing the taxpayer card.

Submission of documents for registration in the State Register of Individuals – Taxpayers 

An individual, regardless of age (resident or non-resident), who is not entered in the State Register of Individuals – Taxpayers, is obliged to personally or through a representative submit to the controlling authority a registration card in the form No. 1DR, which simultaneously serves as an application for registration.

A document proving identity and containing the necessary data for registration (full name, date and place of birth, place of residence if available, citizenship) must be attached to the card.

Registration of children and minors

Registration cards for minors (under 14 years old) and persons aged 14–18 who have not yet received a Ukrainian citizen's passport for the first time are submitted by one of the parents or a legal representative.

For this, the following are required:

  • the child's birth certificate;
  • a document proving the identity of one of the parents or the legal representative.

If the parents were foreigners or stateless persons at the time of the child's birth, a certificate of the child's registration as a citizen of Ukraine is added.

Proof of residence

To confirm the registered or declared place of residence, one of the following documents is submitted:

  • extract from the territorial community register;
  • passport in booklet form;
  • temporary certificate of a citizen of Ukraine.

If necessary, verification of data in the booklet passport is carried out according to the procedure established by law.

Features for internally displaced persons

To confirm the IDP status, a certificate of registration as an internally displaced person is submitted in accordance with the current procedure approved by the Cabinet of Ministers of Ukraine.

Procedure for submitting and receiving documents

Documents are submitted to the tax authority at the place of residence or to any other controlling authority.

The taxpayer card is issued within three working days after the application.

In case of errors or inaccurate data in the application, the registration period may be extended up to 10 working days or registration may be refused if correction is impossible.

Receiving the card through a representative and in electronic form

The card may be issued to a representative upon presentation of the necessary documents, including a notarized power of attorney.

It is also possible to issue the taxpayer card electronically through the relevant state electronic services according to the current procedure.
