The issue of electric scooter use will be regulated in the coming months – assures the Rada
The Verkhovna Rada is drafting bill No.15283, which aims to regulate the use of electric scooters and other types of small electric transport. The document is planned to be finalized and submitted for parliamentary consideration in the coming months. The relevant committee is working on consolidating the developments into a single document, taking into account the practices of countries where the mass use of such transport is already regulated.
As noted in the Rada, it is proposed to introduce the concept of "light personal electric transport" into the legislation. After this, such means of transportation will receive official status as full participants in road traffic, and separate rules will be established for them.
This concerns the creation of general regulatory frameworks that will define the basic principles of use, as well as clarify the conditions where and how movement on such transport is allowed.
The parliament emphasizes that electric scooters and similar means have become a widespread phenomenon, so this must be taken into account when planning urban infrastructure, road construction, and residential facilities. In particular, this refers to the development of bike lanes that can be used both by cyclists and users of small electric transport.
A separate discussion is ongoing regarding safety requirements for users – in particular, concerning the use of helmets and protective gear, as well as the permissible speed limit. In European practice, as noted in the Rada, a speed limit of up to 25 km/h is common.
The parliament stresses that under the new conditions a balance of interests must be ensured: pedestrians should feel safe, electric scooter users should clearly understand the traffic rules, and the police should receive mechanisms for control and holding violators accountable after the adoption of the relevant law.
