The Committee on Economic Development supported a draft law aimed at harmonizing Ukrainian legislation with EU standards and improving the monitoring of state aid.

The Committee on Economic Development reviewed draft law No. 14345, which proposes amendments to the Law "On State Aid to Business Entities" to restore the effect of certain provisions, define the specifics of their application under martial law conditions, and improve the mechanisms for monitoring state aid. Deputies also considered the alternative draft law No. 14345-1.

The initiators of the main draft law propose to fully reinstate the legislation in the field of state aid, restore control mechanisms over its provision, and bring Ukrainian legislation closer to the requirements and standards of the European Union.

The need to adopt such changes is driven by the implementation of measures of the National Program for the Adaptation of Ukrainian Legislation to EU Law, the state's international obligations within the framework of the Ukraine Facility instrument, as well as the conditions of the Extended Financing Program.

As a result of additional meetings and consultations held by the Committee with representatives of executive authorities and the expert community, a number of proposals were developed for draft law No. 14345, in particular:

  • approaches to defining state aid were clarified in accordance with European standards;
  • provisions regarding services of general economic interest were improved; 
  • certain norms of the document were brought into compliance with the provisions of the Association Agreement between Ukraine and the EU. 

The draft law was also supplemented with provisions that expand the possibilities of applying state aid instruments taking into account European approaches and Ukraine's international obligations.

Following the discussion, the Committee decided to recommend that the Verkhovna Rada adopt draft law No. 14345 as a basis, taking into account the Committee's proposals, and reject the alternative draft law No. 14345-1.

Earlier, the "Judicial and Legal Newspaper" wrote that deputies concealed comprehensive changes to the Law on the State Bureau of Investigation within the draft law on aid to business entities.
