Ukraine plans to reform the higher education financing system
The Subcommittee on Higher Education of the Verkhovna Rada Committee on Education, Science and Innovations considered the preparation for the second reading of the draft law on financing higher education and providing state targeted support to its recipients.
The meeting was attended by Members of Parliament of Ukraine — Committee members, representatives of central executive authorities, and public associations.
During the meeting, the issue of adding additional proposals from Members of Parliament — Committee members to the comparative table of the draft Law of Ukraine "On Amendments to the Law of Ukraine 'On Amendments to Certain Laws of Ukraine Regarding Financing Higher Education and Providing State Targeted Support to Its Recipients'" (registration No. 10399 dated January 10, 2024) was considered.
The participants also reviewed the draft Law of Ukraine "On Amendments to Certain Laws of Ukraine Regarding Financing Higher Education and Providing State Targeted Support to Its Recipients" (registration No. 10399 dated January 10, 2024), prepared for the second reading.
The draft law aims to reform the system of financing higher education based on diversifying the methods of financial provision for higher education students, increasing the efficiency of using state funds in financing the state order, ensuring the targeting of state support, improving the mechanism of forming and distributing the state order, as well as enhancing the ability to pay for higher education through a co-financing mechanism.
Moreover, the document is aimed at increasing the responsibility of higher education students for their academic results and subsequent employment after obtaining their educational degree.
It is noted that thanks to the new financing model, the state will be able to ensure a more targeted use of budget funds in financing higher education and supporting privileged categories of students.
Following the review, Committee members proposed that the Committee on Education, Science and Innovations recommend the Verkhovna Rada of Ukraine to adopt draft law No. 10399 in the second reading and in full.
