The Ministry of Defense plans to inspect the operations of all Territorial Recruitment Centers and is considering the possibility of redistributing their functions among various government agencies.

The Ministry of Defense will conduct official inspections in all Territorial Recruitment and Social Support Centers. The decision was made following high-profile incidents that recently occurred in one of the district Territorial Recruitment Centers in Odessa region. This was reported by Deputy Minister of Defense Mstyslav Banik after a meeting with the Land Forces Command.

According to him, during the inspections, law enforcement agencies and relevant departments will thoroughly examine all citizen complaints regarding possible cases of illegal detention, use of violence, and other unlawful actions by representatives of the Territorial Recruitment Centers.

He emphasized that any manifestations of violence, human rights violations, or humiliation of human dignity towards citizens are absolutely unacceptable. He stressed that a significant portion of these individuals may join the ranks of the Defense Forces of Ukraine in the future, so the treatment of them must adhere to the principles of legality and respect for human rights, especially in the context of the fifth year of the full-scale war.

The Deputy Minister noted that recent scandals surrounding the activities of the Territorial Recruitment Centers once again demonstrated the need for a large-scale reform of the Territorial Recruitment and Social Support Centers system, which the Ministry of Defense is currently working on.

He stated that in the future, the functions of the Territorial Recruitment Centers should be distributed among various government institutions. This approach will allow abandoning the current system, where both military registration functions and mobilization procedures are concentrated within one body.

Additionally, the Ministry of Defense proposes creating special hubs for citizens undergoing mobilization procedures. In such centers, people will be able to wait for the military-medical commission, be directed to training centers, or be further assigned to military units.

As Banik explained, these hubs should be as comfortable as possible for citizens, meet modern service standards, and ensure transparency of all procedures. To this end, it is planned to introduce round-the-clock video recording, as well as enhanced control over the interaction between officials and citizens at every stage of the mobilization process.

The Ministry of Defense expects that the official inspections will help identify and eliminate possible violations in the work of the Territorial Recruitment Centers and will become one of the steps toward reforming the Territorial Recruitment and Social Support Centers system.
