The Ministry of Digital Transformation of Ukraine has developed a bill aimed at streamlining the operation of data centers and cloud service providers. This was reported by the Ministry of Digital Transformation.

The agency notes that the initiative involves clarifying terminology and defining participants in legal relations in this field, reducing unnecessary bureaucratic procedures, enabling businesses to conclude more flexible contracts, and consolidating the authority to form and implement state policy in the field of cloud services under the Ministry of Digital Transformation.

According to the ministry, there is still duplication of state functions in the cloud services market, which creates additional obstacles for companies. A separate problem is the restrictions in contracts, as currently the state and providers are forced to operate under a "Standard Contract" that cannot be adapted to the real needs of the parties.

The bill provides for three key changes.

First, it proposes to establish a single center for policy formation in the field of cloud services. All relevant powers are assigned to the Ministry of Digital Transformation, which should simplify business interaction with the state.

Second, it proposes to abolish the mandatory "Standard Contract" and give parties more freedom in forming contracts. Companies and clients will be able to independently determine contract terms provided that key provisions are fixed.

Third, the document provides for simplifying the registration procedure for providers and data centers that provide services to the public sector by specifying the list of necessary documents.

The ministry notes that the adoption of the bill should make market rules more transparent, reduce bureaucratic burden, and simplify business access to government contracts.

It is also expected that this will allow government bodies to procure cloud services faster and more securely, strengthen the protection of digital state data, and increase the resilience of online services for citizens.
