The Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets proposed to the new Russian Human Rights Commissioner Yana Lantratova to involve the International Committee of the Red Cross (ICRC) and ombudsmen from other countries to visit places of detention of Ukrainian prisoners of war.

According to Lubinets, this was the first meeting with the newly appointed Russian ombudsman, and the negotiations lasted more than three hours.

He noted that the parties agreed to "start with a clean slate."

During the negotiations, the Ukrainian side proposed to allow ICRC representatives to the places of detention of Ukrainian prisoners of war, as well as to initiate monitoring visits involving ombudsmen from foreign countries. Lubinets reported that he already has a list of international colleagues ready to join such work.

In addition, the Ukrainian side handed over to the Russian side a list of correctional colonies and pre-trial detention centers where, according to Ukraine, Ukrainian prisoners of war are held in the worst conditions.

Separately, during the meeting, the parties agreed on a direct exchange of official certificates between the relevant institutions of Ukraine and Russia. According to Lubinets, this should simplify the resolution of a number of civil-law issues for Ukrainians.

This concerns, in particular, obtaining documents from Russian archives necessary to confirm work experience, arrange pensions, and other social payments.

He noted that due to the rupture of diplomatic relations between Ukraine and Russia, such procedures have been significantly complicated.
