The Ombudsman’s Office reported possible human rights violations at the Ternopil Territorial Recruitment and Social Support Center following a monitoring visit.

Representatives of the Ombudsman’s Office conducted a monitoring visit to the Ternopil District and City Territorial Recruitment and Social Support Center. As a result, a number of possible human rights violations and the need to reform the mobilization system were reported. This was stated by the Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets.

According to Lubinets, during the visit, about 28 people were present at the location of the mobilized individuals. Of these, 17 submitted written complaints regarding possible violations of their rights.

After the intervention of the Ombudsman’s Office team, 5 people who, as noted, were not subject to mobilization were released. Appropriate changes were made to their military registration records regarding their removal from the register. Among them were a man with a lifelong Group II disability from childhood, two individuals with mental disorders (diagnoses are not disclosed for ethical reasons), and two men who had about half a year left before reaching the age of 60.

It was also reported that during the visit, one of the employees was found to be intoxicated. According to representatives, the level of alcohol in his blood was almost seven times above the permissible norm.

During conversations, citizens spoke about possible violations during mobilization measures, improper documentation, and non-compliance with requirements during military medical commissions.

All the stated facts, it is noted, have been documented and brought to the attention of the management.

Based on the inspection results, an official response was prepared demanding the elimination of the identified violations and prevention of similar cases in the future.

The Ombudsman’s Office also emphasized that similar monitoring visits have repeatedly led to further investigations. In particular, after an inspection at one of the Territorial Recruitment Centers in Zakarpattia, several officials were reported on suspicion of abuse of power, illegal detention, and torture of a conscripted individual.

The agency states that it insists on the inevitability of responsibility regardless of position or rank, and the purpose of such inspections is to protect human rights and respond to violations.
