The Main Department of the Pension Fund of Ukraine in Zakarpattia region reminded the conditions for granting a pension in case of loss of a breadwinner to family members of deceased (dead) military personnel.

According to the Law of Ukraine "On pension provision for persons released from military service and some other persons," a pension is granted to family members if the breadwinner:

  • died/killed during the period of service, or no later than three months after dismissal from service, or later than this period but as a result of wounds, concussion, injury, or illness received during the period of service;
  • died during the receipt of a "military" pension or no later than 5 years after its termination.

The Pension Fund emphasized that families of servicemen who went missing during combat operations are equated to families of those killed at the front.

Who is entitled to receive a pension

Disabled family members of deceased, dead, or missing servicemen who have the right to a pension under Law No. 2262. These are:

– children under 18 years old; or who became disabled before 18 years old; or who study full-time – until the completion of studies, but no later than 23 years old;

– husband (wife), father, mother, if they are disabled persons or have reached retirement age;

– husband or wife, and if they are absent – one of the parents or a brother or sister, grandfather or grandmother of the breadwinner, regardless of age and ability to work, if they do not work and care for the breadwinner's child until the child reaches 8 years old.

The pension in case of loss of a breadwinner is granted regardless of the length of service.

Additional guarantees

  • Parents of servicemen and other persons who died or passed away during service or after dismissal due to wounds, injuries, concussion, illnesses related to service, participation in combat or special operations, or ensuring national security, have the right to early retirement by age: men – after reaching 55 years with at least 25 years of insurance experience, women – after 50 years with at least 20 years of insurance experience.
  • Upon reaching 55 years, parents and wife (husband), if they have not remarried, are granted a survivor's pension regardless of the length of insurance experience.

Where to apply

  • If the deceased (dead) breadwinner was not a pensioner at the time of death – apply to the authorized body of the law enforcement agency where he served.
  • If the breadwinner was a military pensioner – apply to the service center of the Pension Fund of Ukraine.

The application for granting a pension to minor children is submitted by their legal representative (mother or father) or guardian.

Required documents

Documents submitted by the applicant:

  • passport and information about the place of registration (residence),
  • TIN (identification code),
  • death certificate of the breadwinner,
  • documents confirming family relationships (birth certificate, marriage certificate, etc.),
  • documents on insurance experience of at least 20 years (for granting a pension to mother/wife aged 50 to 55),
  • documents confirming disability:

○ on establishing a disability group (if available),

○ conclusion on the time of disability onset before 18 years old (for granting a pension to a child who reached 18 years),

  • certificate from an educational institution about full-time study of family members (for granting a pension to a child who reached 18 years),
  • bank account details for pension payment.

Documents added by structural units of law enforcement ministries and agencies:

  • extract from the order on exclusion of the breadwinner from the personnel list due to death,
  • monetary certificate,
  • certificate of monthly additional types of monetary allowance,
  • documents about the circumstances of the breadwinner's death (medical commission conclusion).

Amount of pension in case of loss of breadwinner

Depends on the cause of the breadwinner's death (killing)

If the breadwinner died (was killed) while performing military service duties, the pension is granted in the amount of:

  • 70% of monetary allowance – for each disabled family member;
  • 50% of monetary allowance – for each disabled family member if two or more disabled family members are entitled to a pension (except parents, wife, or husband).

If the breadwinner died (was killed) as a result of an accident not related to the performance of military service duties, the pension is granted in the amount of:

  • 30% of the breadwinner's monetary allowance – to each family member entitled to a pension.

The pension in case of loss of a breadwinner for each disabled family member cannot be less than two times the subsistence minimum for persons who lost their ability to work. From January 1, 2026 – 5,190 UAH (2,595 UAH × 2).
