The rules for using Starlink terminals in Ukraine have been changed. The new government requirements concern the identification of equipment, the transfer of terminals to other users, and the expansion of the circle of persons who can legally use them. Some changes provide clear deadlines for notifying about the transfer of equipment, and failure to comply may have legal consequences.

Starlink has long become a crucial communication element for the military, business, and the civilian sector. Ensuring stable communication during martial law is not just a matter of uninterrupted access to the global network but also a matter of national security. The basic Cabinet of Ministers Resolution No. 115 dated February 1, 2026, laid the foundation for the legal use of these devices.

As previously reported by the "Judicial and Legal Newspaper", the government introduced a whitelist mode for Starlink terminals — a list of verified devices that will have network access. That is, only verified and registered terminals will have access to the network. However, practical application revealed the need to clarify procedures and expand the circle of users.

Expansion of the circle of users

One of the first amendments provided by the new Cabinet of Ministers Resolution No. 691 is the inclusion of the National Police in the list of entities that can use Starlink terminals without the general notification procedure required for civilians. Now the police have the same rights to use terminals as the Armed Forces, the Security Service of Ukraine, and intelligence agencies.

This decision is driven by the need to promptly provide communication to law enforcement officers during tasks in combat zones and on de-occupied territories.

The new Starlink rules in Ukraine will also affect thousands of foreigners and volunteers. From now on, notifications about the use of terminals can be submitted not only by Ukrainian citizens but also by foreigners and stateless persons who have permanent or temporary residence permits.

The change is important for international humanitarian organizations, volunteers, and foreign specialists and will allow the legalization of thousands of terminals used by international missions and foreign workers.

Previously, the procedure required mandatory indication of the Dish ID and the user account number. Resolution No. 691 relaxes these requirements. Now information about the Dish ID and the Starlink portal account number is submitted only if available.

The main identifiers remain unchanged:

  • UTID (unique terminal identifier);
  • KIT number (serial number of the kit).

This simplifies the registration procedure for users who do not have full access to the terminal's administrative panel, for example, in the case of renting or using used equipment.

New rules for business

The Cabinet of Ministers has also simplified the procedure for Starlink registration for businesses. Now, notifications about the use of terminals can be submitted not only by the company head but also by another representative whose information is entered in the Unified State Register. This allows enterprises to process the necessary documents faster without being tied exclusively to the director.

For most companies, the limit remains unchanged — up to 10 Starlink terminals. At the same time, the restrictions do not apply to enterprises that have the status of critically important for the economy or defense needs, as well as to entities of the defense-industrial complex, aviation, and space industries. Such enterprises can use satellite communication without quantitative restrictions.

Legal entities will have the ability to check all terminals registered on their behalf in a few clicks. The innovation is intended to simplify equipment accounting and control over its use in large companies and critical infrastructure facilities. This new business feature will appear in Diia.

Terminal lifecycle

Resolution No. 691 introduces a mechanism for removing a terminal from the list. This is necessary at the request of the applicant, for example, when ceasing use, in case of loss or damage to the device that makes its use impossible, or when errors or typos are found in previously submitted data.

In case of transferring the terminal to another individual or legal entity, the owner, the subject who submitted the initial notification, is obliged within ten calendar days to submit a notification about its removal from the list indicating the reason. This allows the new user to legally register the device in their name.
