The High Council of Justice has decided on candidates for appellate courts: what questions were asked to the judges
The High Council of Justice reviewed the materials and recommended the President of Ukraine to appoint four candidates to the positions of judges of appellate courts. In particular, the HCJ will submit a proposal to the President of Ukraine to appoint the following judges to the positions of appellate court judges:
- Ella Katayeva — candidate for the Fifth Administrative Court of Appeal
During the consideration of Ella Katayeva's candidacy, significant attention was paid to her previous work at the Odessa District Administrative Court. Members of the HCJ asked questions regarding her support of the former head of the District Administrative Court of the city of Kyiv, Pavlo Vovk, during the disciplinary case review. Ella Katayeva attended the chamber meeting to publicly support her colleague, which, according to some HCJ members, may indicate corporate solidarity.
The candidate denied any conflict of interest and emphasized that her actions were aimed at protecting the status of judges in general. After the discussion, the HCJ supported her candidacy.
- Volodymyr Bionosenko — candidate for the Mykolaiv Court of Appeal
The candidacy of Volodymyr Bionosenko was considered with an emphasis on his experience as a judge. HCJ members inquired about his declarations and property status. Volodymyr Bionosenko provided explanations regarding all remarks from the Public Integrity Council.
The HCJ found no circumstances that would prevent the appointment of this candidate to the position of appellate court judge. The decision to submit the proposal to the President was made unanimously.
- Hennadiy Valihurskyi — candidate for the Mykolaiv Court of Appeal
During the consideration of Hennadiy Valihurskyi's candidacy, issues of accuracy in declaring property, income, and past administrative offenses were discussed. The candidate explained discrepancies in real estate sale announcements with the actual terms of the transaction and also provided documents regarding the origin of funds.
A separate issue was raised regarding his lawsuits for additional payments to judicial remuneration. Valihurskyi emphasized that he acted within the law. As a result, the HCJ supported his candidacy.
- Vitaliy Murugov — candidate for the Mykolaiv Court of Appeal
During the consideration of Vitaliy Murugov's candidacy, issues of declarations, conflicts of interest in past cases (including a case where a relative was the victim), and administrative penalties were discussed. The candidate provided detailed explanations regarding all remarks from the Public Integrity Council, including undeclared circumstances in previous declarations.
Vitaliy Murugov emphasized that he did not see a conflict of interest in handling the case involving a relative, since the victim withdrew the accusation and the proceedings were closed. After the discussion, the HCJ supported his candidacy.
