The Labor and Employment Inspection of the Dnipro City Council explained why enterprises receive informational letters regarding the increase in the number of part-time employees. The basis for this was data from the Pension Fund of Ukraine.

Reason for sending the letters

In May 2026, some enterprises received informational letters from the Labor Inspection of the Dnipro City Council.

The basis was information from the Pension Fund of Ukraine about insurers who had a 20% or more increase in the number of employees working part-time in January 2026.

Is this a violation?

The Inspection emphasizes that this by itself does not automatically mean a violation of the law.

At the same time, such information is considered a signal to analyze the enterprise's personnel policy and the correctness of employment relations registration.

Why attention is paid to part-time work

Part-time work is a legal form of labor organization.

According to labor legislation, it can be established:

  • when hiring an employee
  • or later — by agreement between the employee and the employer

What risks may be considered by controlling authorities

The Inspection notes that a sharp increase in the number of part-time employees may indicate possible violations, including:

  • hidden employment
  • payment of wages "under the table"
  • formal registration for part of a position with actual full employment
  • non-compliance with state guarantees in wage payment

That is why such changes are analyzed by controlling authorities.

What employers are reminded of

The Labor Inspection letters emphasize the basic legal requirements:

  • an employee cannot be allowed to work without a signed employment contract
  • the employer is obliged to notify the tax service about hiring an employee before work begins
  • part-time work must be properly documented
  • wages must be paid officially and according to actual hours worked

When there is no cause for concern

The Inspection notes that if part-time work is legally documented, there are employee statements or relevant agreements, working time is recorded, and official wages are paid, there is no cause for concern.

What employers are advised to check

Receiving such a letter can be a reason for an internal audit of personnel documentation, including:

  • orders establishing part-time work
  • working time records
  • staff schedules
  • notifications of employee hiring
  • correctness of wage and unified social tax calculations

The Inspection notes that control over compliance with labor legislation increasingly relies on the analysis of data from state registers and reports.

An increase in the number of part-time employees by itself is not a violation but may be a reason for additional attention from controlling authorities.

Employers are recommended to properly document employment relations and regularly check personnel documentation to ensure all changes in labor organization comply with legal requirements.
