In 2026, Ukraine continues to enforce stricter sanctions for traffic violations. The harshest punishment is provided for repeated driving under the influence — offenders face a fine of up to 51 thousand hryvnias, vehicle confiscation, and multi-year deprivation of driving rights.

Among the current fines for traffic violations are:

  • speeding over 20 km/h — 340 UAH. A 50% discount applies if the fine is paid within 10 days;
  • speeding over 50 km/h — 1700 UAH. In case of repeated violation, driver's license suspension is possible;
  • using a phone while driving or not wearing a seatbelt — 510 UAH;
  • lack of compulsory civil liability insurance policy (CCLIP) — 850 UAH;
  • transporting a child without a special child seat — 510 UAH, and for repeated violation within a year — 850 UAH;
  • driving without carrying a driver's license — 425 UAH;
  • driving a vehicle after being deprived of the right to drive — 20,400 UAH, and for repeated violation — 40,800 UAH.

The legislation separately provides strict liability for driving under the influence of alcohol or drugs. For the first such offense, the driver faces a fine of 17 thousand hryvnias and deprivation of the right to drive for one year.

In case of a repeated offense within a year, the fine increases to 34 thousand hryvnias, and the driver's license suspension period extends to three years.

For the third case of driving under the influence, a fine of 51 thousand hryvnias, vehicle confiscation, and deprivation of the right to drive for up to ten years are provided.

Earlier, the "Judicial and Legal Newspaper" wrote that motor (transport) insurance bureau of Ukraine called on the Parliamentary Committee not to support the bill on changing the start date of the compulsory motor third-party liability insurance. The bill proposes to change the procedure for the entry into force of internal CCLIP contracts and international "Green Card" insurance agreements. According to motor (transport) insurance bureau of Ukraine, the proposed changes contradict Ukrainian legislation and the rules of the International Motor Insurance System "Green Card".

Also, Ukraine is preparing for road legislation reforms. Bill No. 15200 implements the provisions of EU Directive 2025/2205 and provides for changes in the system of admission to driving vehicles. This concerns not only new categories and digitization of documents but also a review of age requirements and the introduction of a gradual access principle to powerful cars and motorcycles.
