New rules and responsibilities are being prepared for electric scooter users: bills registered in the Parliament
Two bills regarding the regulation of the use of small electric transport in Ukraine have been registered in the Verkhovna Rada.
These are bill No. 15284, which will define the specifics of using such transport, and bill No. 15283 — concerning the specifics of liability for violations in the field of small electric transport use in Ukraine, as well as for traffic rule violations by certain categories of road users.
Currently, the texts of the documents have not yet been published, so the details of the proposed changes are still unknown.
It is worth recalling that the popularity of electric scooters and other personal light electric transport is growing in Ukraine, and along with this, there is an increase in the number of accidents involving them.
In the article by the "Judicial and Legal Newspaper", the issue of possible introduction of technical control for such transport was raised — in particular, certification during sale or technical inspection during operation. At the same time, the Ministry of Development of Communities and Territories notes that in the near future electric transport will not receive the status of full-fledged wheeled vehicles and will not be subject to mandatory classification or certification.
Meanwhile, bill No. 3023 is being prepared for the second reading in the Verkhovna Rada, which aims to define the legal status of personal light electric transport and its users.
Additionally, deputies plan to further develop rules for electric scooter use by minors after discussions with the Ministry of Internal Affairs and the National Police.
Earlier, we wrote that Ukrainians increasingly support strengthening responsibility for electric scooter owners, as well as clear regulation of their use rules and age restrictions for operation. Medical professionals note a worrying trend: children often sustain injuries due to electric transport.
Medical institutions, including "Okhmatdyt," report an increase in severe cases where electric scooters are among the most common causes of injury. According to doctors, up to 30% of emergency medical care and trauma center visits are children with serious injuries.
Furthermore, we have noted that despite the liability of electric scooter drivers for traffic violations, rental services continue to profit without adequate responsibility for potential risks.
As emphasized "Judicial and Legal Newspaper", the rapid spread of electric scooters, hoverboards, and unicycles in Ukrainian cities has created a serious challenge for urban infrastructure, which is struggling to adapt to new types of transport.
