New Contracts in the Armed Forces of Ukraine: Syrskyi and Fedorov Held an Online Meeting with About 300 Commanders
Ukraine's Minister of Defense Mykhailo Fedorov and Commander-in-Chief of the Armed Forces of Ukraine General Oleksandr Syrskyi held a working meeting via videoconference with the leadership of the General Staff, commanders of branches, separate types of troops (forces), corps and brigade commanders to discuss issues related to the announced improvement of military service mechanisms and the comprehensive transformation of Ukraine's Defense Forces. This was reported by the General Staff of the Armed Forces of Ukraine.
It is noted that about 300 military leaders participated in the event. Materials were presented to the participants regarding the introduction of new contracts, transfers between units, mechanisms for returning from combat zones, service terms, post-service deferments, financial support, recruitment of foreigners, and other changes launched within the first stage of the transformation.
"Commanders actively engaged in the discussion of draft changes, provided constructive proposals on the subject of discussion, and raised other relevant issues. Primarily concerning the combat readiness of military units, problems in comprehensive support of units, including shortages of artillery long-range strike weapons, ground robotic platforms, vehicles, quad bikes, etc. Also among the highlights were issues of retaining professional personnel and reducing bureaucracy regarding transfers of servicemen between units.
Important questions were clarified both by the Minister of Defense and other officials of the Ministry. In particular, the vision regarding approaches to solving issues of contracting weapons and military equipment and ammunition, control deadlines, and volumes of deliveries of the most important nomenclatures was communicated," the statement said.
Information was also conveyed to commanders about the mechanism approved by the Commander-in-Chief of the Armed Forces of Ukraine for guaranteed resource volumes (GRV) for certain supply nomenclatures for military units.
"To further work by the leadership of the Ministry of Defense and the Armed Forces of Ukraine on these issues, the next meeting was also announced to further discuss problematic issues and monitor their resolution by the respective executors," the department added.
Recall that the Cabinet of Ministers of Ukraine published a Resolution on introducing contracts with clear service terms. From June 15, 2026, new infantry-assault, combat, or basic contracts for military service in the Armed Forces of Ukraine (AFU) and other components of the Defense Forces can be concluded.
Additionally, Ukraine's Minister of Defense Mykhailo Fedorov provided details of the new military service contract system, which will include a guaranteed deferment after contract completion. Its duration will depend on the contract type, previous service length, and participation in combat operations.
The Ministry of Defense also revealed details of the new financial support system for servicemen and the introduction of three types of contracts.
Recall that Deputy Minister of Defense Mstyslav Banik stated that officers of the Armed Forces of Ukraine are not planned to be dismissed under the general demobilization model, as the officer corps is one of the key personnel resources of the army.
Moreover, servicemen who do not wish to sign the new contracts proposed by the Ministry of Defense will serve until the general demobilization.
